[BUG] Excessive token consumption during auto-update/reinstall (31% weekly limit consumed) Body:

What's Wrong?
During automatic app update/reinstall, a large amount of weekly usage
limit is consumed without sending any message. Context was only at 39%
when reinstall triggered, yet 31% of weekly limit was consumed instantly.
I have been experiencing this issue since June 11, 2026.
Steps to reproduce:
- Have an active session open
- Claude Code auto-updates in background
- App restarts automatically
- Weekly usage jumps 30%+ without any user message sent
Expected: Auto-update should not consume tokens
Actual: 31% of weekly limit consumed during one auto-update with only
39% context usage, causing 5-hour and weekly limits to be hit repeatedly
since June 11.
Platform: Windows 11, Claude Code Desktop v1.14271.0
What Should Happen?
Auto-update/reinstall should not consume any tokens or usage quota.
The weekly and 5-hour limits should only be affected by actual user
messages, not by background app update processes.
Error Messages/Logs
1. Open Claude Code Desktop on Windows 11
2. Have an active session open (context at ~39%)
3. Claude Code auto-updates in background
4. App restarts automatically after update
5. Check usage in Settings → Utilisation
6. Weekly limit jumps 30%+ instantly without sending any message
