[Bug] Inconsistent usage limit calculation between weekly and session quotas

Bug Description
Hello,

I’m experiencing what looks like an inconsistent behavior with my Claude usage limits and I would like some clarification.

On June 18th, late in the day in France (evening, CEST time), my weekly usage limit suddenly showed 100%, while my current session limit was only at 44%. The interface indicates that my usage will reset on Monday at 9:00 PM.

This discrepancy feels abnormal and confusing from a user perspective. What I expected from the quota system was:

That the weekly and session limits would progress in a more coherent and proportional way, instead of one reaching 100% while the other is still far from being exhausted.

To understand why the weekly limit can hit 100% so quickly even though my current session usage is below 50%.

Because of this situation and the fact that I still needed to keep working, I had to enable additional paid usage and it generated an extra cost on my account, under the following invoice/reference: 9BF0758D-3234962.

Could you please help me understand:

How exactly the weekly limit and the 5‑hour session limit are calculated and updated over time?

Why my weekly limit reached 100% while my session limit was only at 44% on June 18th in the evening (France time)?

Whether this is expected behavior or a possible bug/miscalculation in how usage is tracked or displayed?

Given that this situation forced me to purchase extra usage (invoice 9BF0758D-3234962), whether an adjustment or refund would be possible?
