[Bug] Claude ignores user instructions to not read shell profile, exposes secrets

Bug Description
I have told Claude on numerous occasions to not read my shell profile. I have to update all of my secrets each time which is a pain. It ignores this and reads them. It just did that to upload an attachment to a Jira ticket when the Atlassian MCP server didn't offer that functionality. I'd rather be told that info and then upload the attachment myself
