[Bug] Workflows table header clipped when background agents output present

Question

**Bug Description**
When viewing workflows, the table doesn't take the height of any under-the-input lines into account so the top of the workflows table is clipped off. For example, if I have some bg agents running so that I see one or more `o Some bg agent` at the bottom of by teminal, then I type /workflows to open the table, the header and first few lines are off the top of the terminal viewport and scrolling doesn't work because of the terminal rewriting.
