[Bug] Claude Fable 5 model fallback due to overly aggressive safety filtering

Bug Description
i have not been able to use fable 5 for anything as I keep getting switched down to opus because of Fable 5's "safety measures". The first rejection was in a directory where I am writing a grant application for funding. the section I was asking for help on was around my ten best publications. not really what I would call a safety concern. the second rejection was in a repository building a survey for my colleagues to figure out what weightings I should give to different evaluation metrics for a benchmark study of quality control tools when processing genome sequencing files. Again, not a very concerning application, unless surveys are now unsafe?
