[Bug] Model Fallback: Fable 5 (1M) reverts to Opus 4.8 instead of Opus 4.8 (1M)

Bug Description
why does the Fable 5 (1M) revert to Opus 4.8 normal instead of Opus 4.8 (1M)? And it triggers so much false positives that you should refund the sessions usage on Fable if this happens as it compacts to Opus 4.8 normal and then again spends usage going to Opus 4.8 1M context
