[Bug] Fable 5 model incorrectly flagged as unsafe, forcing unnecessary Opus 4.8 fallback

Question

**Bug Description**
any prompt, any request, from the most complex to the one for security concern, is flagged as safe and the model will switch to opus 4.8. 
On every prompt as well. 
It's impossible to use Fable 5 on CLI on developer's mode.
