Bug Description
it refuses any security related request, iwant to secure my own app source code it refuse to scan, i ask him to do some feature and test it and make sure its secure when it reaches the test it fails and says "API Error: Claude Code is unable to respond to this request, which appears to violate our Usage Policy (https://www.anthropic.com/legal/aup). Try rephrasing the request or attempting a different approach.
