[BUG] Fix github action bot incorrectly closing feature and support request

What's Wrong?

Github action bot for claude-code project is closing issues which are not really matching with description of new issues.
One example is: https://github.com/anthropics/claude-code/issues/60919

There are multiple such example. Issue described here is not same as the one referred for closing the issue.

What Should Happen?

Issues should actually match. If there are enough reactions/comments. Secondary review should be in place either second review looking at comments or human review.

Steps to Reproduce

Create a real unique issue with some matching keywords from closed issue. Specially one closed w/o action.
