[Bug] Anthropic API Error: Policy Violation Blocks on Legitimate Daily Planning Workflows

Bug Description
Getting a lot of API errors: Claude code "Unable to respond to this request, which appears to violate a usage policy." I'm literally doing what I do every day, like a daily plan workflow; it's like personal planning. It has nothing to do with anything malicious or security related. On top of that, I am on the security researcher list, so I don't know why I'm getting these blocks anyways.
