[Bug] CLI incorrectly initializes as session manager instead of regular Claude session

Bug Description
Claude starts (run from cli as claude) now launches as a session manager (identical to claude agents) instead of a regular claude session. This causes the claude cli session to be treated as an Agent (blocking edits to git repo outside worktree for example).
