[Bug] Swarm in dynamic workflow causes context overflow and agent termination on rate limiting

Bug Description
when firing a swarm into dynamic workflow, should check the context window, if the context window is almost full, then a compact can kill the workflow, and the output emited is not captured. also when the swarm attempted to fire up the agents, there was some kind of rate limiting that resulted in other sessions terminating their agents
