[Bug] /btw panel arrow key scrolling not functional

Bug Description
Title: /btw panel arrow key scroll broken Description: The /btw panel shows "↑/↓ to scroll" hint but arrow keys don't scroll the history list. Repro: open /btw, type multiple queries to build history, press ↑/↓ — no scroll occurs. Version: 2.1.159 Platform: macOS darwin-arm64 Expected: ↑/↓ scrolls through /btw history Actual: No response to arrow keys in panel
