[BUG] CLAUDE.md not read at start of session

What's Wrong?

When I start a new session on mobile app it does not read CLAUDE.md and admits it when asked about it.

This cause obvious problems as all context is missing for the session.

What Should Happen?

Claude should always read the CLAUDE.md file

Steps to Reproduce

Start session on iPhone Claude. Switch to code. Ask it to make some changes to code. Ask it if it read the CLAUDE.md file and it says no.
