[BUG] "Desktop app blocked by VS Code extension processes even without computer use enabled"

What's Wrong?

Windows OS
Multiple Claude Code background processes from VS Code extension prevent desktop app from launching
Error: claude.exe already in use
Computer use is NOT enabled (verified via /mcp command)
Issue occurs during regular coding work
Requires closing all VS Code sessions and processes to launch desktop app

What Should Happen?

The desktop app should always open regardless of what is going on elsewhere
