Remote Control injects claude.ai account MCPs into CLI session without opt-out

When remoteControlAtStartup is true, all claude.ai account MCPs are injected
into the CLI session on every start. This causes duplicate MCP servers and
authentication errors for MCPs that were never intended for CLI use.

Expected: Remote Control = transparent remote view of CLI session
Actual: Remote Control = also syncs claude.ai account MCPs into CLI

This forced us to disconnect all claude.ai web MCPs entirely to prevent
conflicts with locally configured MCPs.

Suggested fix: add remoteControlSyncMcps: false option to allow Remote Control
without MCP injection.
