YubiKey OTP Triggers Unintended AUP Validation and Session Termination

Bug Description
When a YubiKey OTP is entered into the chat, it triggers Claude's Acceptable Use Policy validation. After this happens it poison-pills the session and you cannot continue as future messages send the "YubiSneeze".
