[BUG] Device lock stuck after account switch on Windows - automatic release mechanism fails

What's Wrong?
After switching between two accounts in Claude Code on Windows, the device lock remains stuck. Dispatch shows "offline" even though all other services are online.
What Should Happen?
Device lock should automatically release when Claude detects the process is no longer running.
Lock persists despite all troubleshooting steps, even after 10+ minutes.
Error Messages/Logs
Desktop scheint offline zu sein.
Wird ausgeführt, sobald die Verbindung wiederhergestellt ist.
Steps to Reproduce
- Open Claude Code on Windows
- Sign in with first account
- Switch to second account
- Device lock occurs and persists

Troubleshooting already attempted:
- Force quit all Claude processes via Task Manager
- Multiple computer restarts
- Waited 10+ minutes for automatic release
- Deleted cache folder at %APPDATA%\ClaudeCode
- Ran /logout and re-authenticated
- Tested network with curl -I https://api.anthropic.com/
- Verified firewall settings
