[Feature Request] Auto mode should respect allow list settings from non-auto mode

Bug Description
Auto mode should always allow actions that would be allowed in non auto-mode (by settings.json allow list)

Auto mode is great, but I noticed sometimes it is stopped in an action that would be allowed by the allow list in settings.json. That allow-list should be a first pass for allowing actions, and only actions not in that list should be further considered to allow or prevent.
