Revised plans usually contain minor differences, but it's hard to compare.

Oftentimes a plan is an extensive description of what will be done and when we suggest some improvements to the plan, then the follow-up plan is the entire plan with the differences and becomes burdensome to read the whole thing and look for what has changed.
It would be nice if the revised plan, unless it's majorly different, would be just highlighting what are some parts that were scratched out and which were added in, similar to a diff. Or if in any other way, user experience of reviewing of revised plans would be improved.
