[Feature Request] User-defined instruction priority weighting for custom rules

Bug Description
A little disappointing that Claude can't understand a simple rule here and stick with it. It's critically important and I explained that - not to scrape headers - but it keeps doing it. I think it would be useful for claude to weight the importance of an instruction. Rather than it being predefined by Anthropic (protect passwords) let the user define they needs.
