Allow TodoWrite tool for PreToolUse hook

I was trying to create a hook that would trigger on TodoWrite tool calls to verify that the Todo List are correct and not incorrectly changed, however looking at docs and from my testing it doesn't seem like TodoWrite is available in the hook.
