[BUG] In RC mode, plan rejection does not pause the session - Claude keeps guessing rejection reasons

What's Wrong?

If I reject a plan in CLI mode, the session stays stopped and I can tell Claude what to do instead. In RC mode, the plan rejection has Claude keep going, not just constantly wasting tokens on trying to guess why I rejected the plan, but often also making a random guess and starting to corrupt the plan in stupid ways, with no easy way to undo (since the tool calls are STILL not a rewind checkpoint!), while the dialog window has a "submit" button, but no stop - so constantly have to flail around to rush and get Claude to stop doing the stupid thing...

Just now, what happened was worse - it went ahead and completely OVERWROTE the whole plan with something completely different, in a way THAT I HAVE NO GOOD WAY TO RECOVER (other than using a 3rd-party "replay all edits from a claude session log" tool) :(

What Should Happen?

Rejecting the plan should keep the session stopped and let me type my prompt - same as it is done in CLI.
