[BUG] Terminal Scrollback is Completely Broken in 2.1.150

What's Wrong?

The new interface for viewing things like plans breaks terminal scrollback. When a plan exceeds the height of the terminal, Claude Code CLI switches to a mode where you have to use the mouse wheel to view it. There might be a keyboard combo for this, but the normal mechanisms one uses (e.g.: Shift+PageUp) do not work.

What Should Happen?

Claude Code should support scrollback through the regular methods that have worked in terminal emulators for decades.

Steps to Reproduce

Create a long plan or make your terminal vertically small, then try to view it. This breaks in Konsole, GNOME Terminal, and Alacritty.
