[BUG] "Install JetBrains plugin" suggestion appears even when plugin is already installed

What's Wrong?

Every time Claude Code is launched in the terminal, the following
message appears:

"Install the PyCharm plugin from the JetBrains Marketplace:
https://docs.claude.com/s/claude-code-jetbrains"

This happens even when the plugin is already installed and working
correctly in PhpStorm (status shows "Connected to PhpStorm extension").

What Should Happen?

The suggestion should not appear if the IDE plugin is already installed
and connected.
