Bug\n\nexamples/settings/settings-strict.json lines 15-27 has a sandbox configuration object but is missing enabled: true. The sandbox defaults to disabled, so the entire config is inert. Contrast with settings-bash-sandbox.json line 4 which correctly includes enabled: true.
