issue-lifecycle-comment.yml missing GITHUB_REPOSITORY env var

The lifecycle-comment.ts script (line 10) requires GITHUB_REPOSITORY env var and throws Error if missing. This env var is NOT set in the workflow env block at .github/workflows/issue-lifecycle-comment.yml lines 22-27.
