[BUG] claude code keeps creating branches even though my claude.md and memory rules tell explicitly not to do this

What's Wrong?

This is a harness injected message I want to disable.
People have different workflows for different projects.

What Should Happen?

Allow users to disable harness injected rules such as to always create new branches!
