Support configurable language for terminal tab title (session topic)

Description
Claude Code automatically sets the terminal tab title with an English summary of the current session topic. It would be great to have an option to configure the language of this tab title.

Use Case
For non-English speaking users who set their CLAUDE.md to always respond in their language (e.g., Korean), the tab title still appears in English. This creates an inconsistent experience where everything else is in the user's language but the tab title remains in English.

Proposed Solution

• Respect the language setting from CLAUDE.md or system prompt when generating the tab title
• Or add a config option like tabTitleLanguage to explicitly set the language
