Feature request: 24-hour time format option for /usage display

Summary

The /usage command displays timestamps in 12-hour (AM/PM) format. There is no way to switch this to 24-hour format via settings.json or any other configuration option.

Desired behavior

Add a setting (e.g., timeFormat: "24h" | "12h") in settings.json that controls how timestamps are displayed in the /usage output — and ideally across the UI generally.

Current behavior

Usage display shows times in 12-hour format (e.g., 2:35 PM).

Expected behavior

With the setting enabled, times should display in 24-hour format (e.g., 14:35).

Use case

Users in regions where 24-hour time is the norm, or users who simply prefer it, currently have no way to change this display.
