API Error: Server is temporarily limiting requests (not your usage limit) · Rate limited shows up whenever you first start using Claude.

What Should Happen?

There should be no rate limiting when you start using claude.

Steps to Reproduce

Don't use claude for an hour. Start using claude after the hour has elapsed and you will immediately be throttled.
