/ultrareview: two free runs consumed by failed sessions + two seed-bundle launch errors

Hi — hit a cluster of /ultrareview failures today and wanted to flag.

Free quota burned:

1. task r9vfnzoug — completed with empty findings array ([])
2. task rs1jiguc0 — completed with {"error":"Review crashed before producing findings. See session logs for details."} Followed by two launch failures (these didn't produce a task ID, presumably didn't count against quota):
3. Ultrareview could not start the remote session: seed bundle: seed bundle import: failed to import files: error executing request: file not found: {"code":"not_found","message":"file to import not found: error retrieving file to import: firestore: not found"}
4. Same error as 3, retried a few minutes later.

Could you credit back the two consumed free runs (1 and 2)? Happy to share branch / diff context if useful.
