[BUG] Claude should give the pro user the option to take the upcoming usage limit penalty immediately

Bug Description

<!-- A clear and concise description of the bug --> When the Claude Pro usage limit approaches, there is a warning displayed. At this point, Claude Code should give the user to take the penalty immediately. The developer could then plan their own workday more efficiently rather than waiting for some mandated interruption by Claude Code. For instance, they could take the penalty and go for lunch and come back and resume working with a full budget of tokens.

Steps to Reproduce

  1. <!-- First step --> Start a long process with Claude Code
  2. <!-- Second step --> Wait for the usage limit warning.
  3. <!-- And so on... --> At this point you have no control. The only way to start the penalty timer is to keep working, with no idea exactly how long it will take to use up tokens. It could be more helpful to just have a way to accept the penalty and go to a meeting for 2 hours.

Expected Behavior

<!-- What you expected to happen --> Give the developer the power to decide.

Actual Behavior

<!-- What actually happened --> Developer is completely blind about exactly when the penalty begins and cannot plan alternative work easily.
