[Feature Request] Allow users to override/disable claude. agent harness workflow instructions

Bug Description
terrible experience with claude agents. I don't use a worktree setup because we have a complex dev setup so locally its hard to do it without ripping up things as you need to have docker repointed to the worktree. The tasks i am doing in agents have to keep fighting the harness instructions - which it explicitly mentioned and then it switches to using sed for substitution instead of edit tools. the outcome is quite poor. Please dont force a workflow in the harness that I cannot override
