[BUG] Plugins not showing up on Mac desktop app

What's Wrong?

When I try to access the Plugins capability from the Customize tab on the Mac desktop app, the plugins are not available. When I asked Claude for more information, it referred to known bugs.

Reference issue #26951 or #29047.

What Should Happen?

The plugins options should appear, allowing me to access plugins.
