[Bug] GHES contribution metrics not ingested by claude.ai analytics after webhook delivery

Question

**Bug Description**
our GHES contribution metrics still aren't being read by the analytics interface on claude.ai -- I've exhausted my ability to troubleshoot this and it appears something is not right AFTER delivering the webhooks to anthropic servers

webooks are delivering -- ticket submitted via anthropic help agent with details
  - Webhooks delivering 200 OK ✓
  - Permissions correct (contents: read, pull_requests: read+write, repository hooks: read+write) ✓
  - GitHub analytics toggle enab
