Allow "imports" inside CLAUDE.md files.

Code is the result of a long human-driven process of deliberation and alignment. It's often the case that specifications need to be reused across different parts of the project. Please make it possible to "import" specific instructions across different CLAUDE.md files that may be created recursively in a given monorepo. For example, we might have a very specific style guide for a directory with frontend code vs backend code.
