[Feature Request] Token/cost budget allocation for task planning

Bug Description
It would be cool to have plan-/task-based budgets for Claude Code. When presenting a plan, it needs to estimate how much tokens or money it needs and you agree to that budget. When it's hitting the limit, Claude Code needs to ask for more budget.
