[BUG] Weekly Sonnet limit non-functional — blocked despite 78% Sonnet quota remaining

What's Wrong?

On the Claude Max plan, I am completely blocked from using Claude even though my Weekly Sonnet limit shows 78% remaining. The "All Models" weekly bucket hit 100%, which then blocks ALL access including Sonnet — making the separate Sonnet-specific limit completely useless and misleading.

Additionally, Sonnet usage drains BOTH the "All Models" bucket AND the "Weekly Sonnet" bucket simultaneously, which means the Sonnet bucket depletes twice as fast and provides no independent fallback access whatsoever.

What Should Happen?

Since Anthropic's own November 2025 announcement explicitly stated "Sonnet now has its own limit," the two buckets should function independently. Exhausting the "All Models" quota should NOT block Sonnet access. As long as the Weekly Sonnet bucket has remaining quota, Sonnet should remain accessible on both Claude Code and claude.ai.

Steps to Reproduce

1. Be on a Claude Max plan
2. Use Claude Code or claude.ai heavily with any model (Opus or Sonnet)
3. Allow the "All Models" weekly bucket to reach 100%
4. Observe that even with 78% Weekly Sonnet quota remaining, all access is blocked
5. Confirm on claude.ai dashboard — Weekly (7 day) = 100%, Weekly Sonnet = 22% (or similar)
6. Attempt to use Claude on both Claude Code and claude.ai — both return usage exhausted error

The official support page (https://support.claude.com/en/articles/11049741-what-is-the-max-plan) states Max plans have two independent weekly limits, but in practice they do not function independently. This is misleading to paying customers and warrants urgent attention. Compensation in the form of quota restoration for affected users would be appreciated.
