[BUG] nothing happens when doing /plugin

Bug Description

The [release notes](CHANGELOG.md) mention /plugin command, but it doesn't show up under /help and nothing happens when doing /plugin

Steps to Reproduce

1. Start claude
2. Run /help or /plugin

Expected Behavior

Information on the /plugin command should be displayed

Actual Behavior

No information is displayed
