[Bug] Effort level changes affecting concurrent sessions despite v2.1.133 fix

Bug Description
This was supposed to have been fixed on v2.1.133
Fixed /effort in one session unexpectedly changing the effort level of other concurrent sessions, and a related issue where an IDE effort change could be silently dropped

As of V2.1.138 it is still an issue. Changing effort in one session is still impacting other sessions
