No specific license for the plugins and skills contained within this repo under Apache 2, as per the anthropics/skills repo

Suggested Improvement

Assuming this is the case, could the plugins / skills under claude-code get a separate license.txt in their respective folders, ie PR review toolkit, to mirror the Apache license for the skills under anthropics/skills and clarify if the terms on which they can be reused.
