[Feature] Allow tools usage to have some control over what is printed in the CLI

I've been working with both tool use hooks and adding an mcp tool call via CLAUDE.md instructions. The latter causes pretty verbose logging in the cli while the former does not.

Is there a middle ground where we could configure the CLAUDE.md instruction to explicitly suppress either the entire message or at least the input and output from being displayed?

If you're calling a tool on every TodoWrite it is a lot of clutter.
