[Bug] Anthropic API Error: Content Filtering Policy blocks AGPLv3 LICENSE file creation

Bug Description
I got a content filtering policy for trying to add an AGPLv3 LICENSE to the project. This is the second time this has happened. This is a particularly bad look for Claude
