[Feature Request] Add allow-list configuration for Skill-to-Skill loader permissions in settings.json

Bug Description
When using nwave, excessive permissions do not seem avoidable. Claude itself said "These prompts are from the Skill-to-Skill loader, which has no allow-list in settings.json — it's a feature gap in Claude Code. The right action is to report it via /feedback in any session. For now these are one-click approvals and
there's nothing more we can do in settings.json to suppress them."
