[Feature Request] Add scope command to limit file access in monorepos

Feature Description
It would be nice to have 'scope' command. When working with a monorepo, the scope command would limit the read and write access to certain directories. Just like you can disable and enable MCPs, similarly you would disable/read/write access to certain directories. That way you can add features to one sub directory of a monorepo without claude having to read every subdirectory.
