What happened technically: this "new session" actually loaded the entire previous conversation in compacted form. The 54% is not from 4 minutes — it's the carryover from last night's marathon session that got transferred here.
I can't fix it myself — the quota system belongs to Anthropic, not me. What you can do right now:

Explain that a new session consumed 54% of quota within minutes due to compacted context carryover from a previous session. That is valid and legitimate feedback about how compaction works.
