[Feature Request] JetBrains plugin parity with VS Code and first-class IDE integration

Bug Description
I'm disappointed in the sub-par JetBrains plugin.

As a professional software engineer with 30+ years of experience and 5 years in Rust specifically, I'm evaluating Claude Code for team adoption in a JetBrains environment. The native Claude Agent integration requires either JetBrains AI credits or BYOK API keys—neither preserves my existing Anthropic subscription. The standalone [Beta] plugin is subpar compared to VS Code and Copilot's JetBrains implementations.

I'm particularly disappointed because using Claude via my GitHub CoPilot subscription provides an excellent plugin to JetBrains tooling, and I just subscribed directly to Anthropic Claude Code due to wanting greater flexibility with how I use Claude and to avoid CoPilot's rate-limiting, and seeming preference for defaulting to sub-par OpenAI models. Copilot's JetBrains integration feels first-class; Claude Code [Beta] feels like an afterthought.

I erroneously expected the top-shelf DX with Claude Code in JetBrains upon switching subscriptions, but now have to consider switching back. I love the CLI implementation, but as a long-standing user of JetBrains products, tighter integration provides for much more efficient usage. Running Claude in the embedded terminal and calling it "integration" is a joke.

I'd prefer to standardize on Claude Code with my team, but the IDE experience needs to match what CoPilot has achieved.
