Inject "what's new since cutoff" context for Claude Code's own features

Problem Statement

The Claude Code plugin system (/plugin) was released October 2025. A user on Claude Sonnet 4.6 (cutoff: August 2025)
asked about it. The model confidently answered "this feature does not exist" and recommended a workaround instead.

Suggested fix: Inject a short "What's new since your cutoff" note into the system prompt for Claude Code sessions.

Users who don't know the feature exists will accept the wrong answer and work around a problem that has a built-in
solution.
