[Bug] Code Review check runs stuck in progress indefinitely on Anthropic API

Bug Description
Subject: Code Review check runs repeatedly stuck "in progress" indefinitely
Body:
We're using the hosted Code Review feature (Claude GitHub App, not the self-hosted Action) and have had multiple reviews get stuck "in progress" indefinitely across PRs. The check run is created, "Code review in progress…" displays, but it never transitions to completed or failed and no comments are posted. @claude review successfully starts a review but it then hangs the same way.
